CLU is an AI - a very sophisticated one, as he was cloned from his User, Kevin Flynn - but an AI nonetheless.

Therefore, anyone with the ability to sense or manipulate technology can do so, with him.

HOWEVER: if you wish to have your character control CLU in any fashion, this is the place to let me know before you do it... just let me know the extent to which your character wants/would be able to manipulate him, and we'll hash out details.
